Knowledge Base settings, ensure:
- Knowledge Base is enabled and content is published
- Visibility/Permissions allow Public/Guest (not only Agent/Admin)
- Locale ro-ro is enabled and has published content
Your screenshot shows permissions only for Admin/Agent — that will force login.
